Bounty system's changed hands a bit since October, but basically we're lacking the affiliate manpower to do this in a way that will result in meaningful CR, and the best way to do a tailing/hunting/corporate consequence scenario is through the current Bounty Hunting system in place.
What happens is limited information is disclosed about the target- the real reasons they are up for bounty definitely isn't an issue here.
Because we're not sure about some of the gritty deets, which are known and which would be unknown in the wake of your event, the bounty system does need some of basic info that appears on the profiles here. What's known in terms of estimated descriptions, or what SERO or the SPPD has on file. Kevin has criminal record of arrest, so his at least should be city-documented.
Since SERO is not going to disclose the real reasons WHY they're being hunted, feel free to pop some false charges up on there too, and pass that information along to RW so they can whip you guys up a Bounty profile.
