For the most part Papa is fairly content to let Vanitas do his own thing, with the expectation that if he comes calling, Vanitas will listen and that Vanitas will heed given orders properly. So long as Vanitas complies and is a good little tool, he won't find his freedom impeded in any way. He doesn't really like that Vanitas has this entitlement to that much freedom, but he'd rather keep Vanitas in his good graces and under his thumb so he'll roll with it and use it to his advantage in whatever way he can.
