In Xigbar's estimation, Roxas has always been a tool. Albeit a sentient tool that was fun to watch develop and troll a whole lot, but mostly his view of Roxas centers around The Plan and how he plays/played into its completion.

It's true, Roxas is a traitor now and has long since ditched the Organization itself, but the fact that he's a Keyblade wielder automatically involves him in the vision Xigbar sees playing out in Siren's Port. Thus, he still has a use...even if Roxas is entirely unaware of what that is.
