Yes so, to begin with Anders was a bit confused and then miffed that Zevran didn't actually seem to want to sleep with him despite flirting with him. My headcanon is that flirting is something Anders isn't too skilled at (though he obviously does do it), since Circle Mages don't build relationships if they know what's good for them and it's just generally a better idea to try and keep things purely physical and not dress it up too much. Outside the Circle he can have a bit more fun and probably learned a lot more about being subtler, but flirting with a different goal than eventually sleeping together is still something that hasn't really happened much at all in his life.

So he got a little butthurt with Zevran apparently toying with him in his eyes, though when Zevran explained it a bit to him it was actually surprising and, though he's not aware of it so much, a pretty good thing for Anders. The idea that other people might be interested in more than just a quick tumble and that he could maybe do that here was one he hadn't considered too much, so Zevran gave him a bit of a push in the right direction. He started considering if he might have relationships as well as just casual fun.

But since then Hawke has shown up and the idea that he's going to have this (in his mind) dark future where he hasn't got a cat and a very good friend and lover is dead and templars everywhere was difficult enough without getting the whole 'hi also we're in love even if you don't know me yet' from Hawke. It's a bit too much too fast, and since he gets along with Zevran and Zevran also suggested to him more delicately about relationships over sex, Zevran is also the one he trusts enough to talk with him about this confusion. Anders has come to trust him a decent amount more than a lot of other people he knows in the city, since Zevran doesn't seem to be the type to sugar-coat too much either, and may actually be one of his closest friends here.
