Iroh feels that Yosuke is a person who needs a lot of help and guidance. He seems to understand some basic manners and surface things, but is missing some very fundamental things about life. You also tend to only listen to half of what he says, and usually the less important halves of things. He recognizes that there is a certain amount of passion and drive behind Yosuke, but feels he isn't channelling that drive properly. It seems like getting through to you is two steps forward and one step back, but he will keep at it.
