After giving it some thought, yes, it is possible to be an investigator AND potential victim so long as the investigator in question gets close enough to the NPC to qualify as a threat.

Since the plot is long term and these are the early plotting stages, it'll probably be more around Week 2 or 3 that I'll have more details on that stuff, but I anticipate at least one failed attempt to catch her so! More victim slots may open up for people trying to bring her in!
