Aw, Riku, you were kind of cute with your darkness and how hard you were pretending, but then you had to go and break Papa's toy... Granted, most of what he knows about Riku came from Xigbar to begin with, so it's not without a bit of bias. Having the shades of Xehanort's Heartless in him makes Riku simply too useful to disregard in any fashion, no matter how hard Riku tries to distance himself from all of that. Along that vein, Riku is highly intriguing due to his darkness resistance thanks to dealing with those shades, which Papa would dearly like to study more in his preferred manner - hands-on experimentation. While he made his escape and he's still free of the Recusant's Sigil, that scar on Riku's back means unfinished business and Papa will come calling for it at some point, in some way...
