Seriously Ansem did wrong by Roxas. He knows this, and if we look at what Namine said in re:coded about him putting the data in Sora's heart to "clear his conscience," he knew he was doing wrong for quite a while. He just chose to ignore it for the sake of his revenge and his pride. Add in the implication in KH3D (where we get to see at least part of that data) that he knew Nobodies had something like hearts the whole time... (depending on when you think he put the data in Sora's heart - I personally suspect it was before Roxas merged, because he wouldn't have had enough time to do it, tell Namine about it, and then Namine to record that information in Jiminy's Journal and put it back all before Sora woke up if he'd done it afterward BUT I DIGRESS...)

Yeah. He screwed up. Big time. And he knows it.

Back home, he wanted to make amends for that, among all the other things he's done, but he was fully aware that frankly between putting the data in Sora's heart and his current attempt to destroy Kingdom Hearts before Xemnas could gain control, he'd probably done all he could.

Now he's in Siren's Port, where Roxas not only exists but doesn't seem to harbor the animosity that Ansem knows he deserves from the boy. Add that on top of the fact that he's got nearly ten years worth of hatred towards Nobodies ingrained in his mind that he knows are wrong but is still trying to work past (as the saying goes, old habits die hard)... he feels like he doesn't have the right to be within three miles of Roxas, let alone try to make amends in ways he couldn't back home.

Basically, he's still kind of in a little bit in shock to see Roxas alive and well here, wants to make up for his mistakes but CONFLICTING FEELINGS are making it difficult. Not that he'll ever admit that. He will probably keep an eye on Roxas though. Subtly. And if people start messing with him Ansem will lineface very hard. Because gdit CAN PEOPLE STOP TRYING TO SCREW UP THESE KIDS' LIVES HE DID THAT ENOUGH.
