Peeta is her rock. He's also you know. The dandelion. Like always. Always the symbol of things good and hopeful and sunshiney, and watching him with Rue just endears her to him so much more than she was already endeared. They have this chance here that they would never have had back home, to be free and safe (relatively, anyway, because lol Core/darkness/etc) and away from the clutches of the Capitol. She's allowed to let herself have some feelings here. Feelings she tried really hard to decipher at home, but also tried really hard to suppress because that's horrible who allows themselves to have feelings when they're just going to be exploited and used to hurt us and then later when babies happen because of feelings they'll kill them too and everything will. Suck ass forever.

But here things don't suck ass and they can actually maybe be teenagers and have a chance at what life could have been like if Peeta had ever talked to Katniss back home, or vice versa, like at school instead of just stalking her or something. Or if she'd thanked him and they got to know each other.

tl;dr

Katniss is puttering through her lovey dovey feelings for him and trying to figure them out while being incredibly grateful for him and happy and warm in his presence. Yep.
